She watched in shock as one punched a man in the head, knocking him to the ground as the others laughed.
Williams called 911. She followed the group for blocks as they punched and kicked a homeless man, then attacked a law student, then bloodied a 59-year-old man. She gave 911 dispatchers a running narrative of the mayhem and where it was happening.
When officers arrived, she pointed out the assailants, two teenagers and an 11-year-old who were later convicted. At the precinct, she was debriefed by detectives until after midnight.
When officers offered her a courtesy ride home, Williams declined. She took the bus.
Weeks later, she received a letter in the mail, mixed in with the bills and junk, about the award for going out of her way.
Thursday's luncheon in the Union League's Meade Room of chandeliers and gold drapes was hosted by the Center City District.
For 16 years, the district has presented its Crime Prevention Awards to selected local and federal law enforcement officials, private security personnel, its own uniformed community service representatives, and local citizens like Williams, as a thank-you for helping to keep the core of the city safe.
